А регуляция рынка дала бы дополнительные рабочие места в IT-сфере, сократила бы отток IT-специалистов из страны, привела бы к дополнительным доходам бюджета в виде налогов и страховых взносов. Купировать риски для инвесторов и нелегальной деятельности, отмеченные в докладе ЦБ, предлагалось следующими мерами: проведением операций только полностью идентифицированными лицами и только через российские банки, разрешение полного спектра операций с криптовалютой выдавать только квалифицированным инвесторам, введением экзамена для доступа к криптооперациям для неквалифицированных инвесторов, созданием специального сервиса «прозрачный блокчейн» позволяющего осуществлять надзор за рынком.
