— Давайте для начала обрисуем текущую картину нашего нефтяного экспорта. Какие объемы мы поставляем за рубеж и каким образом?

— В 2021 году, по данным Федеральной таможенной службы, Россия продала за рубеж примерно 230 млн тонн сырой нефти на сумму $111 млрд. Средняя цена составила порядка $480 за тонну. Нефтепродукты — результат первичной переработки нефти, служащей сырьем для нефтехимии. За год на внешних рынках было реализовано 144 млн тонн различного российского горючего на сумму $70 млрд.

— Насколько это чувствительная мера для нас — ценовой потолок на экспорт нефти и нефтепродуктов?

— Россия очень сильно почувствует вводимое в декабре 2022 года частичное эмбарго на продажу нефти в ЕС, а в марте 2023 года — нефтепродуктов. На Евросоюз приходится более половины экспорта «черного золота» и продуктов переработки. По подсчетам агентства Bloomberg, потери национального бюджета нашей страны рискуют достичь $22 млрд в год. В том числе примерно $12 млрд от этой суммы придется на сокращение трубопроводных поставок в Европу и $10 млрд — от запрета на экспорт в Старый Свет по морю. Сохранится доход около $6 млрд от остающихся вне эмбарго поставок нефти по южной ветке трубопровода «Дружба» в ряд стран Восточной Европы — Венгрию, Словакию и Чехию.

В то же время потенциальное сокращение продаж в европейские страны в натуральном выражении оценивается примерно до 2,5–3 млн баррелей нефти и 1,5 млн «бочек» нефтепродуктов в сутки.

— Сможет ли наша страна заместить эти выпадающие объемы нефтяного экспорта перенаправлением ресурсов в другие регионы? Прежде всего в Азию — в Китай или Индию?

— А сможет ли Россия в условиях потолка увеличить морские танкерные перевозки?

— Как известно, анонсированная мера заключается в запрете банкам и страховым компаниям обеспечивать страхование и финансирование движения танкеров, осуществляющих подобные перевозки. На рынке танкерных перевозок углеводородов ведущие позиции занимают европейские фирмы, в частности, из Греции, Кипра или Мальты. — Если эмбарго на российскую нефть для Запада все-таки будет введено в жестком варианте, насколько мы сможем переориентировать экспортные потоки «черного золота»?

— В любом случае полностью заместить поставки в Европу нефти и нефтепродуктов новыми направлениями вряд ли удастся. Речь может идти о компенсации примерно от половины до двух третей выпадающих физических объемов.
