Я говорю о том принципе, что «сверхдоходы надо оставить на черный день. Как многие знают, у нас в течение целого ряда лет действовало «бюджетное правило», согласно которому все излишки от нефтегазовых доходов отправлялись в резерв, например в Фонд национального благосостояния (ФНБ). Излишки эти рассчитывались при установлении цены на российскую нефть выше 40 долларов за баррель, то есть при конъюнктуре последних лет почти всегда. В итоге к началу 2022 года средства ФНБ превысили 13 триллионов рублей, а по итогам текущей трехлетки они должны были превысить 20 триллионов рублей, почти сравнявшись с расходами федерального бюджета. То есть мы силами финансово-экономического блока фактически вывели из экономики годовой бюджет нашей страны. Самая неприятная новость состоит в том, что существенная часть ФНБ (точные цифры нам неизвестны) на сегодняшний момент в силу последних событий нам недоступна, поскольку была размещена за рубежом и заблокирована в результате недружественных действий наших «зарубежных партнеров».

Но даже если мы на секунду представим, что «проедать» сверхдоходы это плохо, то выбранная модель формирования резервов все равно остается отвратительно несостоятельной. Почему? Да потому что выбранные инструменты накопления — депозиты и иностранные облигации — не только не сохраняют резервы, но и не способствуют экономическому развитию нашей страны, поскольку либо лежат мертвым грузом, либо развивают экономику наших конкурентов.

Инвестировать в растущую экономику — самое благодарное дело, однако ФНБ существует по сей день. Скажу вам больше: он продолжает и сейчас накапливаться по отработанной ранее ущербной схеме.

Еще одно правило, которое лично меня убивает наповал, это придуманная нашими либеральными «экономистами» максима о том, что в XXI веке люди живут в больших городах и нам срочно надо развивать свои агломерации. Тут, с одной стороны, никто не спорит: процент городского населения в России постоянно растет и уже превысил 75%. Более того, число городов-миллионников тоже растет. Их сейчас в России 16, причем некоторые из них стали миллионниками буквально у нас на глазах, например Краснодар. Но, с другой стороны, исходя из этой максимы, даже стали разрабатываться планы агломерационного развития России с появлением химер типа «екатеринбургско-пермской» или «казанско-нижегородской» агломераций.
Конечно, рост крупных (и сверхкрупных) городов предопределен тем, что в них дешевле и удобнее обеспечить качество жизни. Концентрация финансовых и производственных ресурсов накладывается на экономию, связанную с логистикой, что в итоге привлекает в агломерации дополнительное экономически активное население. Мы все это наблюдаем все последние 30 лет, однако никто не сказал, что это нормально. Скажу вам больше: концентрация населения в столицах и, например, портовых городах — это признак страны «третьего мира», где есть «блистательные» экономически развитые центры и вся остальная территория с тотальным обезлюдеванием. Именно в эту реальность нас все последние десятилетия и заводили наши либеральные экономисты и внемлющие им политики.
Вы спросите, а есть ли альтернатива? Конечно, есть! Состоит она в гармоничном пространственном развитии, когда страна развивается во всей своей географической полноте, исходя из всех своих возможностей. Продукция сложного, технологичного производства требует времени и реальных конкурентных преимуществ, что обеспечить крайне сложно. И это тоже путь в сторону экономики третьего мира, а точнее — в сторону колониальной экономики, чего мы для своей страны, конечно же, не желаем. Какова альтернатива? И здесь по поводу экспорта вопросов нет: пусть развивается. Но не надо делать на него основную ставку. Нужно развивать собственный рынок, создавать внутренний спрос, обеспечивать платежеспособность собственного населения, для чего тоже существуют определенные инструменты, справедливый базовый доход (СБД) например, но это тема отдельного разговора.
