С чем ассоциируется начало нового учебного года? Помимо пёстрых букетов, взволнованных первоклашек и их родителей — ещё, пожалуй, с запахом свежей краски в коридорах. В сентябре в России откроют двери сразу 43 новые школы. Благодаря этому механизму регион может в короткий срок получить готовую школу. Возведение современного здания, безусловно, требует больших затрат — но избежать резкого роста нагрузки на бюджет можно, если платить постепенно, с использованием механизма концессии. Отдельного внимания со стороны регионов требует и реализация проектов, учитывая их масштабность.

Недавно правительство России утвердило порядок проведения оценки инициатив в сфере ГЧП, основная цель которого — контроль за распределением рисков между государством и бизнесом. По новым правилам, все подобные проекты в стране стоимостью от 3 млрд рублей — и федеральные, и региональные — будут оцениваться ВЭБом. Экспертиза госкорпорации позволит отсеивать потенциально неэффективные или слишком обременительные для бюджета инициативы ещё до старта. Тринадцать из сданных в этом году школ в Чувашии, Якутии, Челябинской, Белгородской и других областях (всего в 8 регионах) построены с использованием концессионных соглашений между «ПроШколой» (группа ВЭБ) и региональными или муниципальными властями. Именно так появилось упомянутое новое здание в Южно-Сахалинске для 1260 учеников. Под проект привлекли 3,8 млрд рублей, большая часть из них — кредитные, в том числе средства самого ВЭБа. Эти средства пошли не только на стены, но и на «начинку»: интерактивные столы и песочницы для младшеклассников, виртуальный планетарий с иммерсивными технологиями. Во многом благодаря таким решениям дети будут стремиться в школу. Она становится настоящим местом притяжения, развития творческих способностей.

Южно-сахалинская школа — один из успешных примеров проекта ГЧП. Однако так бывает не всегда: подрядчики могут сорвать сроки или не выполнить работы, да и заказчики иногда меняют «правила игры» — хотят добавить ещё один этаж или построить бассейн, а ведь для этого нужны дополнительные расходы и согласования.
