Это на самом деле интересный вопрос: насколько правильно на законодательном уровне определять возможность существования только дефицитного бюджета? Хотя ситуация, когда нет ни дефицита, ни профицита, тоже возможна при равенстве доходов и расходов.

Однако сейчас актуальнее, конечно, другое: что сегодня происходит с дефицитом федерального бюджета. Текущая ситуация такова: за январь–август 2025 года дефицит федерального бюджета, как свидетельствуют предварительные данные Минфина России, составил 4,2 трлн рублей. Много это или мало? Если считать в процентах от ВВП, то, казалось бы, и немного вовсе — 1,9%. Но в таком случае надо учесть, что это данные пока еще только за январь–август 2025 года, а не за весь год. Для сравнения: дефицит федерального бюджета за весь 2024 год был в 2 раза меньше — 2,1 трлн рублей (1,1% ВВП).

То, что сейчас с дефицитом федерального бюджета ситуация складывается совсем не такая, какая планировалась, подтверждается тем, насколько серьезно в текущем году уже был скорректирован планируемый показатель дефицита. Напомню, что вступали мы в 2025 год с официальным прогнозом по дефициту федерального бюджета в 1,2 трлн рублей (0,5% ВВП). Однако в конце весны пришлось вносить серьезные коррективы: показатель дефицита на 2025 год был увеличен до 3,8 трлн рублей (1,7% ВВП). Однако нынешний текущий показатель дефицита бюджета (за январь–август 2025 года) уже серьезно превышает даже скорректированный годовой показатель. Это заставляет с большой долей вероятности предположить, что исправлять показатель дефицита на 2025 год придется еще раз, и вновь в сторону увеличения. В июле 2025 года, правда, фиксировался даже профицит, но общую картину, общую тенденцию это не изменило.

Оптимисты скажут, что если смотреть на показатель дефицита бюджета в процентах к ВВП, то не такой уж он и большой. И я соглашусь с ними: 1–2–3% от ВВП — это, по современным международным меркам, совсем немного. Проблема в другом.

Во-первых, даже если дефицит бюджета небольшой, но есть однозначная тенденция к его росту, завтра он может стать совсем немаленьким.

Во-вторых, и небольшой дефицит бюджета, покрываемый прежде всего за счет внутренних заимствований, требует денег. И если обслуживание госдолга приводит к большим процентным расходам, относительно небольшой дефицит бюджета может стать проблемой. Формируется своеобразный порочный круг: государство занимает деньги, чтобы покрыть дефицит, который растет и за счет увеличивающихся процентных расходов.

Правда, внешние рынки для России сегодня практически закрыты, государству приходится занимать на внутреннем рынке. Однако, занимая все больше денег на внутреннем рынке, государство все больше лишает экономику инвестиционных ресурсов. Предприятия, может, и вложились бы в развитие производства, а так купят госбумаги с практически гарантированным доходом. В общем, снова замкнутый круг, а возможностей для заимствований — меньше.

Есть, конечно, и другие возможности для покрытия дефицита бюджета. Останавливаться на всех не имеет смысла. Но вот о чем точно можно и нужно говорить, так это о том, что возможным выходом для решения проблемы дефицита бюджета традиционно видится повышение налогов. Сегодняшняя ситуация в российской экономике полностью подтверждает, что надежда на решение проблемы таким образом существует.

Как, казалось бы, все просто: подняли налоги, собрали больше денег, и проблема дефицитного бюджета решена. Увы, на практике это работает совсем не так однозначно. Кратковременно обеспечить больше доходов за счет увеличения налогов, конечно, можно. Однако не стоит забывать о том, что в условиях снижения предпринимательской активности повышение налогов еще больше дестимулирует бизнес. Меньше такая активность — меньше доходов у бизнеса — меньше платят налогов в бюджет — больше дефицит. И что получается: для решения проблемы дефицита бюджета могут повысить налоги, а проблема от этого рискует стать еще более острой. Вероятность именно такого развития событий достаточно высока.

Кстати, напомню, что с 1 января 2025 года в России была серьезным образом увеличена налоговая нагрузка. Одно только повышение ставки налога на прибыль с 20% до 25% чего стоит, а еще было введение прогрессивной шкалы подоходного налогообложения… И как сильно на таком фоне мы продвинулись в решении проблемы дефицита бюджета? Приведенные выше данные говорят о том, что не очень продвинулись.

С другими источниками для покрытия дефицита бюджета тоже все непросто. Одно ясно: несмотря на, как уже отмечалось выше, пока еще относительно невысокий текущий показатель дефицита федерального бюджета, это уже становится проблемой.
