О том, что работающим пенсионерам правительство отказывается индексировать пенсию, известно давно – по крайней мере, 6 лет. И в бюджетах ближайшей трехлетки никакая индексация им не заложена. Такой способ поднять размер выплат пожилым российским работникам предложил председатель комитета Госдумы по труду, социальной политике и делам ветеранов Ярослав Нилов. Независимые эксперты не верят в реализацию подобной инициативы в текущих экономических условиях.

В принципе, работающим пенсионерам раз в год, в августе, корректируют пенсию, повышая ее за счет страховых баллов: ведь работодатель продолжает делать отчисления за своих работников пенсионного возраста. Но сколько бы баллов пенсионер не заработал, корректировка по закону возможна только на три балла. В текущем году это позволило «трехбалльникам» добавить к пенсии порядка 350 рублей – по сути, сущие копейки.

«Пенсионер может реально заработать шесть, семь, восемь, максимум десять баллов, как и другой работающий гражданин, но пенсионеру засчитают только три», — сказал в интервью Нилов. И добавил, что это нарушение страховых принципов.

Нововведение может коснуться миллионов наших пожилых соотечественников. По данным Пенсионного фонда, в России более 8,5 миллиона работающих пенсионеров, из них более 7 миллионов получают страховую пенсию по старости. Примечательно, что еще в конце лета – начале осени группа депутатов пыталась законодательно снять это «балльное» проклятие для работающих пенсионеров, но безуспешно. Правительство в очередной раз отклонило попытку законодателей снять свой запрет на индексацию пенсий работающим гражданам. Основанием для отказа, по мнению правительственных чиновников, является то, что подобное повышение пенсий индексация нарушит равенство в доходах российских пенсионеров. Получится, что работающий ветеран получит повышенную пенсию плюс зарплату, которая, по данным Росстата, также ежегодно увеличивается.

Как объяснил профессор Финансового университета при Правительстве РФ Александр Сафонов, принятая сейчас «скромная» прибавка в баллах разработана для сохранения баланса пенсионной системы. Баллы пенсионера, который отказался от пенсии и продолжает трудится официально, формируются по тому же принципу, что и у всех остальных пенсионеров, которые продолжают трудится, но от пенсии не отказались. «Сделано все это для того, чтобы стимулировать сохранение на рынке труда тех пенсионеров, которые откажутся от пенсии в пользу получения зарплаты. Им система показывает, что они накапливают баллы и индексации, и когда в конце концов пожилой работник решит уйти на пенсию окончательно, все предыдущие накопления будут учтены», — говорит профессор.

«Сегодня работающим пенсионерам, независимо от того, сколько они отчисляют в Пенсионный фонд, идет индексация не более трех пенсионных баллов в год. Даже если по своим взносам он заработал 10 баллов, ему оставляют только 3. Более того, стоимость пенсионного балла рассчитывается на момент выходя на пенсию. Идею депутата о снятии ограничений по количеству баллов для работающих пенсионеров эксперт считает конструктивной и надеется, что правительство возьмет ее в разработку. «Ведь пенсионеры работают на разных должностях, вносят в Пенсионных фонд разные отчисления, а все ограничены тремя баллами», — говорит она.

В то же время, Иванова-Швец не верит в то, что подобные выплаты могут быть осуществлены в ближайшее время. «Понятно, что у государства сейчас нет средств для такого шага. Если только рассчитывать трансферт из федерального бюджета. Но известно, что на будущий год он запланирован с дефицитом. Еще можно увеличивать наши отчисления в Пенсионный фонд. Идея тоже — так себе: вряд ли она обрадует работающую часть населения».
