В ходе неформальной встречи глав МИД стран Евросоюза в Праге, несмотря на изначальное расхождение по некоторым позициям, решение об ограничении выдачи шенгенской визы было принято, и теперь упрощенная процедура ее получения, введенная для россиян в 2007 году, отменяется.

Отмена упрощенного режима выразится в изменении самой процедуры подачи документов на шенгенскую визу. Сроки же получения визы вырастут до полугода из-за увеличения времени обработки заявлений. Документов заявителям на визу стран-членов ЕС придется собирать больше. Стоимость подачи заявления вырастет более чем в 2 раза с 35 до 80 евро.

Данное решение оказалось по своей сути воплощением намерений самого Борреля, который хоть и выступал за ужесточение антироссийских санкций, но предлагал не ограничивать выдачу виз полностью.

Позицию Борреля поддержали и представители некоторых стран ЕС, поскольку это чревато потерей той части доходов от туризма, которые им приносят российские граждане. В то же время ряд государств, соседствующих с Россией, пообещали рассмотреть введение дополнительных ограничений для россиян на национальном уровне.
