Рост оплаты труда затронет 2,7 млн человек, половина из которых заняты в государственных и муниципальных структурах. Но что такое 825 рублей в сегодняшних реалиях? По данным исследовательского холдинга «Ромир», в августе 2021 года средний чек россиянина за один поход в магазин составил 624 рубля. Выходит, что люди, которым власти «от щедрот» подкинули деньжат, этого и не почувствуют: ведь МРОТ повышают на сумму одного-двух походов в магазин, да и это увеличение съест инфляция.

Напомним, что с января этого года правительство изменило методику подсчета МРОТ, как раз для того, чтобы доходы малообеспеченных россиян росли быстрее. Раньше, при расчете «минималки», власти исходили из потребительской корзины с ее конкретным набором товаров и услуг. Они считали, сколько гречки, макарон, яиц и других товаров съедает среднестатистический житель страны в год. Теперь от этого подхода отказались, поскольку он жестко ограничивал увеличение МРОТ и препятствовал росту уровня жизни малообеспеченных граждан. В этом году для расчета используют показатель медианной заработной платы — это величина, относительно которой у половины населения зарплаты выше, а у другой половины — ниже. Отсечение находится на уровне 42% от указанной медианы, но если судить по итоговым цифрам, то как будто в методике ничего и не менялось. Власти просто компенсируют инфляцию и все. «Методику расчета МРОТ просто подогнали под нужные цифры», — считает Игорь Николаев, доктор экономических наук. С одной стороны, власти сделали правильно, потому что перешли на методику расчета от медианной зарплаты. Этот подход давно практикуется в развитых европейских странах. Но с другой — они не сделали следующий шаг. Для правильного расчета нужно брать хотя бы 50%, а если хотим быть на Европу похожими, то и все 60% от величины медианной зарплаты. В таком случае, уточняет эксперт, если бы мы посчитали МРОТ не от 42%, а от 60%, то он составлял бы 18-20 тыс. рублей. Все-таки на такую сумму в месяц выживать легче.

Второй выход — не брать с таких людей налог в 13%, ведь это  почти 1,5 тыс. рублей, которые эти люди могли бы потратить на себя. Ещё можно убрать льготы для низкодоходных граждан, но ввести им дополнительные ежемесячные выплаты на 10 тыс. рублей, например. Этот метод похож на безусловный базовый доход, но только введенный не для всех, а именно для адресной помощи населению. «Нужно увеличивать вложения в человеческих капитал, в здравоохранение, образование,  науку, тогда человек будет здоровый, компетентный и производительный, — делится своими идеями Остапкович. — Он сможет претендовать уже не на минимальную зарплату, а на повышенный доход и качественно иной уровень жизни».
