С 1 июля, как известно, россиян ожидает плановое повышение тарифов ЖКХ. Судя по предварительным намерениям правительства – от 4 до 15% по разным регионам, а в среднем по стране – около 10%. И это, конечно, плохая новость. Но есть и хорошая: целый ряд категорий потребителей также с 1 июля ждет отмена комиссии при оплате услуг ЖКХ. Кто именно сможет сэкономить и какие суммы, «МК» рассказали эксперты.

Как уточнили в Госдуме, освобождение от банковских комиссий при оплате услуг ЖКХ с 1 июля ожидает следующие категории граждан: пенсионеров, инвалидов, ветеранов войны, граждан в возрасте от 18 лет и старше из многодетных семей, а также членов семей погибших (умерших) инвалидов, участников Великой Отечественной войны и ветеранов боевых действий. Примечательно, что согласно апрельскому постановлению правительства, эти же категории россиян также освобождаются от штрафов и пени за несвоевременное внесение платы за услуги ЖКХ.

Возвращаясь же к банковским комиссиям, отметим, что сейчас банки вправе брать комиссию при перечислении денег за «коммуналку» в размере 0,5-2% от каждой платежки.

Любопытна история появления данной льготы – отмены комиссии за оплату услуг ЖКХ, которую в разговоре с «МК» напомнил член Комитета по предпринимательству в сфере жилищного и коммунального хозяйства ТПП РФ Константин Крохин. По его словам, льгота анонсировалась еще в декабре 2023 года. Президент Владимир Путин тогда заявил, что комиссия, которую взимают финансовые организации при оплате коммунальных услуг, для всех пенсионеров будет отменена. Это произошло в ходе его Прямой линии, и было расценено как обещание, которое, безусловно, будет выполнено. Между тем, к тому моменту в правительстве и Госдуме отнюдь не было единодушия по этому поводу. Но «оговорка» президента перевесила все сомнения и началась работа по претворению данной льготы в жизнь. И вот теперь к пенсионерам добавились и другие льготные категории граждан.

При этом само по себе «обнуление» комиссии Крохин не считает важным финансовым решением. «Дело в том, что непосредственно уплата комиссии не является слишком важной для бюджетов семей, — утверждает эксперт, — Это всего лишь 0,5-2% от суммы платежа – чаще всего сущие копейки». Кроме того, по его словам, и без решения властей многие банки и так предоставляли этот сервис клиентам без дополнительных сборов. Существуют также надежные государственные порталы, которые позволяют оплачивать коммунальные услуги без комиссии. «Сама льгота, которая изначально подавалась как важная, по факту таковой не является. Она маломасштабная и трудно администрируемая», — уверен собеседник «МК.

Последний факт не отрицают и в Госдуме. Депутат Светлана Разворотнева заверила, что законодатели будут следить за тем, как на деле происходит процесс отмены комиссии в банках. «Потому что, когда человек приходит в кассу с живыми деньгами, то все ясно: предъявляется удостоверение, и проценты не берут. Как это будет происходить при оплате онлайн – не очень понятно», — заметила депутат.

Важный вопрос: сможет ли отмена комиссий смягчить бремя повышения тарифов, которое пройдет по всей стране также с 1 июля? Или банки начнут перекладывать потери от выпавших сумм на стоимость других услуг?

По мнению директора направления «Городское хозяйство» Фонда «Институт экономики города» Ирины Генцлер, каждый банк довольно быстро оценит количество клиентов, которые воспользуются этой льготой, и оценит, насколько заметны его потери от отмены данной комиссии. «И если ущерб окажется достаточно существенным, то, конечно, банки найдут способ повысить какие-то другие платежи для того, чтобы компенсировать потери», — утверждает эксперт. Причем, по ее мнению, это коснется сравнительно небольшого числа клиентов: «в основном тех людей, которые не пользуются системой онлайн-оплаты через личные кабинеты». 

Другой важной проблемой, по мнению Генцлер, для потребителей станет сам факт подтверждения того, что человек имеешь право на эту льготу – не платить комиссию при оплате услуг ЖКХ. По словам эксперта, этот факт придется каждый раз доказывать оператору у окошка банка, который будет принимать платёж, тратя время и нервы и создавая неудобства для очереди. И все для того, что бы сэкономить от 100 до 300 рублей – подавляющее число комиссий платится именно в таком диапазоне. «Конечно, для кого-то и 300 рублей, и 100 рублей – это деньги, которые важно сэкономить, но в целом вряд ли можно сказать, что это как-то существенным образом снизит финансовое бремя для людей», — сделала вывод эксперт.
