Рынок жилищного кредитования в России обвалился. Количество ипотечных заявок за август снизилось в два раза по сравнению со среднемесячными показателями за первое полугодие. Между тем число россиян, не имеющих права претендовать на льготные программы ипотеки, но желающих купить квартиру, меньше не стало.

За последние месяцы на рынке недвижимости произошли колоссальные изменения. Самый сильный удар был нанесен отменой льготной ипотеки с 1 июля. Кроме того, с 1 августа были пересмотрены условия по IТ-ипотеке, которая перестала распространяться на Москву и Северную столицу. Предельная ставка по этой программе доходит до 6%, а максимальная сумма кредита — до 9 млн рублей. В результате, по данным жилищного ведомства, выдачи кредитов по этой программе в августе упали в 21 раз в денежном выражении (до 1,76 млрд рублей), и практически в 23 раза в числовом выражении (было оформлено всего 177 кредитов) по сравнению с тем же месяцем 2023-го.

Общее же снижение рынка ипотеки в августе по объему составило 56% (375 млрд рублей), а по количеству кредитов — 46% (до 116 тыс. договоров). Есть ли шансы на то, что эта негативная тенденция в ближайшем будущем изменится? «Со второй половины сентября рынок будет более активным в связи с окончанием сезона отпусков и сбора детей в школу», — утверждает директор департамента ипотечного кредитования Est-a-Tet Алексей Новиков. Но цена квадратного метра не начнёт резко снижаться, потому что у застройщиков есть обязательства перед банком в части проектного финансирования и согласованная бизнес-модель, где прописана стоимость, ниже которой они «упасть» не могут, подчеркнул эксперт.

Правда, есть и другой прогноз. «Пока цены на первичном рынке стагнируют, — говорит руководитель аналитического центра «Индикаторы рынка недвижимости» Олег Репченко. — Застройщики сформировали хорошую «подушку безопасности» в период ажиотажа прошлого и этого года, и пока причин пересматривать ценники у них нет: текущие проекты по большей части распроданы, счета эскроу наполнены, ставки по проектному финансированию низкие. Вероятно, такая необходимость возникнет ближе к концу текущего года или уже в следующем году: по мере завершения текущих проектов и выхода на рынок новых у застройщиков будет расти необходимость в активизации продаж, чтобы вновь наполнить счета эскроу, иначе ставка по проектному финансированию станет высокой».

По мнению аналитика, развитие ситуации на рынке ипотеки будет зависеть от нескольких факторов. Во-первых, от политики ЦБ РФ. «Если июльский прогноз регулятора оправдается и ключевая ставка опустится ниже 10% только в 2027 году, то доступную ипотеку мы не увидим еще минимум два года, что будет сказываться на спросе», — предупредил Репченко. Во-вторых, от цен на квадратные метры, которые сегодня заоблачные. Если в условиях сокращающегося спроса застройщики, наконец, начнут пересматривать ценники в сторону снижения, то это активирует в целом рынок, в том числе и ипотечный. В противном случае спрос продолжит снижаться.
