Нужна ли она России – таким вопросом Bloomberg не задается. А мы решили его адресовать отечественным экспертам энергетического рынка.

Как поясняет агентство, Турция хотела бы, чтобы скидка применялась ко всем платежам в 2023 году, а также – ретроспективно — к некоторым платежам, сделанным в 2022 году. Ранее представитель президента Эрдогана Ибрагим Калыз заявил, что Турция может стать не только страной-транзитером газа, но и той зоной, где формируется рынок. В ситуации с потенциальной скидкой выгоды Анкары лежат на поверхности. Но что при этом приобретает Москва?

Игорь Юшков, эксперт Финансового университета при Правительстве РФ:

«России эта ситуация невыгодна абсолютно. По сравнению с остальным рынком Турция покупает наш газ по цене вдвое меньшей – за счет того, что контракты ее компаний с «Газпромом» предполагают нефтяную индексацию. То есть, привязаны к стоимости нефти. По ним газ сейчас стоит около $700 за тысячу кубометров, тогда как по спотовым (биржевым) договорам – в районе $1,5 тысяч. Мотивы турецкой стороны звучат неубедительно. Понятно, что дешевые энергоресурсы полезны для экономического развития, для национальной валюты, поскольку создают конкурентное преимущество. Но ведь и мы точно так же можем сказать: «У нас дела хуже, против нас ввели колоссальные санкций, а вы тут про свою инфляцию рассказываете. России нужны деньги никак не меньше вашего». 

Компромисс возможен лишь в том случае, если скидка коснется только новых, дополнительных объемов закупок российского газа. Но в Турции нет сейчас свободных трубопроводных мощностей, чтобы принять эти объемы: и «Турецкий поток», и «Голубой поток» загружены полностью. Российский газ является лучшим рыночным предложением для Анкары: СПГ заведомо дороже, азербайджанский газ привязан к спотовым ценам. Она наверняка задействует политические аргументы, сошлется на свою важную посредническую роль в торговле между РФ и другими странами. Но если перегнет палку, Россия может не только не дать скидку, но и отказаться от идеи создания в Турции газового хаба».

«Анкара всегда использовала газовую тему в качестве инструмента давления на Россию. И сейчас речь идет не просто о скидке. Там понимают, что «Турецкий поток» — единственный маршрут (если не считать Украинскую ГТС), который позволит сохранить хоть какое-то присутствие «Газпрома» на энергетическом рынке Европы. Кроме того, претендуя на роль международного газового хаба, Турция требует от России некой платы за лояльность в газовом вопросе. В данном случае – в виде внушительной скидки. Это очень похоже на предупреждение: «Если не пойдете навстречу, мы сделаем все, чтобы и «Турецкий поток» как единственный маршрут для транспортировки российского газа в ЕС перестал работать полноценно». Просто Анкара начнет сокращать импорт энергоносителей из РФ, в больше степени покупая сырье у других производителей. Так что скидка ей наверняка будет предоставлена, даже если это приведет к финансовым потерям для России. Тут на кону стоят куда более важные задачи – сохранение маршрута и возможность увеличения экспорта с помощью газопроводов в Турции».

«С чисто экономической точки зрения нам это точно не нужно. Для нас важно, чтобы цена российского газа сохраняла конкурентоспособность по отношению к поставкам в Турцию из других источников. В частности, из Ирана и Азербайджана. Кстати, СПГ, который априори дороже трубопроводного, это тоже касается. Так что в данном случае скидка будет иметь чисто политическую природу: Анкара непременно подведет под нее целый комплекс «железобетонных» конъюнктурных доводов. Понятно, что Турция пытается извлечь максимальную выгоду из нынешней уязвимости России в мире. Она резко нарастила объемы закупок нашего всевозможного сырья вовсе не потому, что ее экономика настолько энергозатратна, а для последующей перепродажи по более высокой цене. Тут и дизельное топливо, и мазут, и сырая нефть, и что угодно. Что касается газа, он (как и нефть) перестал быть чисто коммерческим продуктом, превратившись в мощный инструмент геополитического торга».
