Что изменится с 1 августа: перерасчеты пенсий, выплаты на детей

Семьи с детьми получат по 10 тысяч рублей

Со 2 августа начнутся выплаты единовременных пособий в 10 тысяч рублей семьям с детьми в возрасте от 6 до 18 лет. Выплаты положены на детей, рожденных с 3 июля 2003 года по 1 сентября 2015 года. Как разъясняет Минтруд, если в семье несколько школьников, то выплата полагается на каждого ребенка. При этом подавать отдельное заявление на каждого не требуется: можно указать всех детей в одном заявлении. Если родители не успеют подать заявление до 16 августа, они могут сделать это и позднее — вплоть до 1 ноября.

Выплата также полагается инвалидам и людям с ограничениями по здоровью, если им от 18 до 23 лет, и они продолжают получать общее образование. В таких случаях 18 лет должно исполниться 2 июля или раньше.

Важно, что по настоянию президента, выплаты начнутся уже со 2 августа, а не на две недели позже, как планировало правительство изначально. Дело в том, что цены в магазинах детских товаров могут существенно подрасти, причем не на 7-8% в пределах официальной инфляции, а значительно выше. Поэтому делать покупки лучше в первой декаде августа. Удивляет факт, что каждому родителю нужно снова достучаться до властей и подавать заявления. На фоне заметных успехов в  цифровизации экономики и введения принципов социального казначейства, это наше государство должно держать связь с различными социальными группами населения и принудительно оказывать им материальную поддержку, не дожидаясь от них бумажек».

Перерасчет для работающих пенсионеров

С 1 августа 2021 года работавшие в прошлом году пенсионеры получат страховую пенсию в повышенном размере. Увеличение пенсии обусловлено проведением Пенсионным фондом России (ПФР) ежегодной беззаявительной корректировки размеров страховой пенсии работающих пенсионеров. В отличие от традиционной индексации страховых пенсий, когда их размеры увеличиваются на определенный процент, прибавка к пенсии от корректировки носит сугубо индивидуальный характер: ее размер зависит от уровня заработной платы работающего пенсионера в предыдущем году, то есть от суммы уплаченных за него работодателем страховых взносов. Для перерасчета пенсий законом установлен максимальный индивидуальный пенсионный коэффициент, который равен 3. С января текущего года его стоимость составляет 98,86 руб., таким образом, увеличение может быть не более чем на 296,58 рублей.

«Приятно и закономерно, что работающие пенсионеры станут получать больше. Ведь за прошедший год работодатель делал пенсионные отчисления с их зарплат. Но эта прибавка к пенсии мала, ну или, по крайней мере, не так велика, как хотелось бы. Максимальный перерасчёт добавит лишь 3 балла. Хотя, безусловно, работающие пенсионеры, как отличники, достойны 5 баллов! В этом году один пенсионный балл составляет около 99 руб. Соответственно, наибольшая прибавка не превысит 297 рублей. Пенсионный фонд особо отмечает, что тем, кто работает неофициально, увеличение пенсии по данной статье не полагается. Казалось бы, в этом стимул для вывода тружеников-пенсионеров из «тени». Но стимул получается не очень действенным».

Продажа льготных авиабилетов для семей с детьми

Билеты на самолет для семейных поездок можно будет купить в августе по льготной цене. Эти билеты можно будет приобрести при одновременном бронировании билетов на детей в возрасте до 18 лет и сопровождающих взрослых. Продавать их будут по 46 межрегиональным маршрутам, не включающим Москву, Санкт-Петербург и южные курорты России. При этом билеты нужно покупать у авиаперевозчиков, подпадающих под программу субсидирования. Государство будет компенсировать авиакомпаниям разницу между обычными и льготными билетами и выделяет для этого 1,35 млрд рублей.

«Это одна из лучших социальных новостей в стране в этом году. Межрегиональное авиасообщение наберет высоту, а российская семья из четырех человек сэкономит порядка 20 тысяч рублей при перелете туда и обратно. Льготные авиабилеты, очевидно, сметут за несколько дней, поэтому в разгар сезона отпусков лучше поторопиться с бронированием и выкупом в самом начале действия программы. Проживающие в разных городах родственники стали чаще общаться по цифровым каналам коммуникаций, но личные встречи никто не отменял, они бесценны. Уже очевидно, что региональные авиаперелеты станут доступнее для граждан с низкими доходами. Важно, чтобы государство вспомнило о льготных авиабилетах для семей и после выборов в Госдуму».

Билеты в плацкарт продадут со скидкой

С 1 августа по 30 сентября пассажиры поездов дальнего следования смогут рассчитывать на скидку в 30% на поездки в плацкартных вагонах. Дисконт предоставят при покупке билета на верхние боковые места определенных номеров. Речь идет только об индивидуальных путешественниках, но не об организованных группах. Бонус не действует по детским тарифам. В то же время, для семей с одним или несколькими детьми до 18 лет действует программа субсидирования льготных тарифов для путешествий на поездах дальнего следования этим летом. Льготный тариф рассчитывается как разница между ценой на билет по выбранному маршруту в купе и 50% его ценой в плацкартном вагоне.

Скидка не предоставляется по детскому тарифу, но там уже предусмотрены льготы. В частности, РЖД разрешает бесплатное путешествие для детей до пяти лет в любых направлениях и типах вагонов (если маленькие пассажиры не занимают отдельное место)».

Российская экономика пока еще не совсем прозрачная, теневой рынок у нас оценивается в размере 300 млрд долларов, поэтому не удивлюсь, что суммарно в анонимных кошельках без верификации владельцев крутятся очень приличные деньги, сопоставимые с бюджетами небольших стран Европы».

Изменения по ОСАГО

С 22 августа 2021 года водители смогут приобретать полисы ОСАГО без техосмотра автомобиля. Ранее без действующей диагностической карты застраховать автомобиль было невозможно. Если говорить непосредственно о техническом состоянии авто, то водители не будут выезжать в город на неисправной машине — велика вероятность попасть в ДТП и выплачивать регресс страховой компании. Что касается коридора в 10% от значений по ОСАГО, то в этом тоже нет ничего принципиально удивительного — маловероятно, что аккуратные водители будут платить больше, чем сейчас, чего не скажешь о нарушителях».

Сотрудник имел право на получение пособия по ликвидации за 2 месяца, а также работники имели право на выплаты за третий месяц, если в течение этого времени не смогли трудоустроиться. Расчет заработной платы производился из величины средней заработной платы за последний год. Теперь работники имеют право на выплаты заработка за второй месяц со дня увольнения — то есть срок выплат увеличивается, что дает возможность гражданам, уволенным при ликвидации компании, иметь более длительное время для трудоустройства на другое место работы. Кроме того, в законе обозначается, что срок получения компенсаций ограничен по времени — работники должны ее получить до момента юридической ликвидации компании».

На Дальнем Востоке раздадут второй гектар земли

С 1 августа участники программы «Дальневосточный гектар», успешно освоившие землю и оформившие её в собственность или длительную аренду, смогут взять дополнительный гектар. Кроме того, программа распространится на Арктическую зону РФ. Землю можно будет взять в Мурманской области, Ненецком автономном округе и Ямало-Ненецком автономном округа, а также в 23 муниципальных районах Красноярского края, Архангельской области, Республики Коми и Карелии. В первые полгода получить участки в Арктике смогут только те, кто зарегистрирован в соответствующих субъектах и муниципальных образованиях. С 1 февраля 2022 года такая возможность появится у любого гражданина РФ, а также у участников госпрограммы по добровольному переселению в Россию соотечественников.

С 1 августа граждане, занимающиеся физкультурой и спортом, смогут претендовать на социальный налоговый вычет по налогу на доходы физических лиц (НДФЛ).
